SNHB in the final stages of acquiring loans to finance the Institutional Housing Project

The Swaziland National Housing Board announced last month that it is in the final stages of acquiring loans to finance the first phase of the project. Following this latest development, it is expected that the Loan Agreement and Guarantee Agreement will be reviewed and signed soon.

Phase I of the project, which has an estimated cost of E600 million, will see the construction of 43 blocks countrywide for services agencies, such as the Royal Swaziland Police (RSP), His Majesty's Correctional Services (HMCS) and the Swaziland National Fire and Emergency Services (SNFES) among others.

The Board is also in the final stages of awarding the first contract (Package “C”), which involves the construction of units in Lobamba and Ezulwini for the RSP and the SNFES.

To date, 9 tender packages have been published in the local newspapers, meaning only three packages remain, as the first phase has 12 packages in total. Priority for construction contracts is given to Swazi contractors who meet the SNHB’s procurement requirements. Contractors registered in the Ministry of Public Works and Transport register are invited to tender and they are also expected to be registered with the Construction Industry Council as one of the other requirements.  
The Board was appointed by the Swaziland Government to implement a phased housing program (the Institutional Housing Project) for civil servants. The project is intended to address the acute housing shortage currently experienced by civil service agencies nationwide. SNHB will raise finance, construct and manage the housing units, which will be occupied by the respective government agencies.

Government agencies that will benefit from this project include Ministries of Health, Education and Defence and other essential services agencies, such as the RSP, HMCS, SNFES, as well the Sikhuphe Housing Estate.

The need to carry out this project was necessitated by the fact that the essential services agencies have a total staff complement of approximately 18 000 officers collectively, who require institutional housing yet these agencies currently have a total of less than 6000 units of accommodation in which to house its officers. In addition, the agencies recruit a combined estimate of 1 500 new officers annually. Therefore, the project offers government a financial solution and delivery mechanism, which will see the construction of housing for essential services officers to alleviate the accommodation backlog.
