First tender out for Institutional Housing Project

The much awaited Institutional Housing Project implementation moved a step ahead last week, with the Swaziland National Housing Board (SNHB) inviting companies to tender for the construction of the first batch of blocks of flats under Phase One of the project.

These blocks of flats will be constructed at Lobamba and Ezulwini for both the Royal Swaziland Police (RSP) and the Swaziland National Fire and Emergency Services (SNFES). In total, 43 blocks of flats will be built for government agencies such as the Ministries of Health, Education and Defence and essential services agencies such as the Royal Swaziland Police (RSP) His Majesty’s Correctional Services (HMCS), Swaziland National Fire and Emergency Services (SNFES), as well the Sikhuphe Housing estate.

The project intends to address the acute housing shortage currently experienced by civil service agencies nationwide and through it, the SNHB will raise finance, construct and manage the housing units, which will be occupied by the government agencies. Upon full payment of the development loan, the units will then belong to government.

The call for tender follows the approval of the Swaziland Government’s loan guarantee provision that was issued through a gazette in March this year. The loan guarantee signifies government’s commitment to the project and is a legal undertaking to financiers that the Swaziland Government will back the SNHB on its quest to get finance to implement the project.

Commenting on the latest development, SNHB Chief Executive Officer (CEO) Mduduzi Dlamini said; “Now that we have the guarantee, our proposals to access finance will have significantly enhanced chances of being approved. The next stage includes tendering and handing over of sites to contractors.”

It is expected that priority for construction contracts will be given to Swazi contractors who will meet the SNHB’s procurement requirements. Contractors registered in the Ministry of Public Works and Transport register in categories M1, A and B have been invited to tender. Joint ventures are also encouraged.

The need to carry out this project was necessitated by the fact that the essential services agencies have a total staff complement of approximately 18 000 officers collectively, who require institutional housing yet these agencies currently have a total of less than 6 000 units of accommodation in which to house its officers. In addition, the agencies recruit a combined estimate of 1 500 new officers annually. Therefore, the project offers government a financial solution and delivery mechanism, which will see the construction of housing for essential services officers to alleviate the accommodation backlog.

The SNHB has 26 years of experience in the planning, development and management of housing estates. Successful projects include Helemisi Township (Manzini), Mbangweni Township & Woodlands Township (Mbabane) and Thembelisha Township (Ezulwini).
